People of Khura san's pleading for justice and their complaint against the incompetent ruler of Khura san, `Ali b. `Isa, in the late 2nd / early 9th century was the main reason for Ha run al-Rash id's departure to this region in 192/807. Referring to this issue, the writer of the present article views the above component as the basis for the uprising for such people as the Kha rjite Hamza and Ra fi' b. Layth, and asserts that Ha run came to Khura san to suppress the sedition of the rebels in the ruling territory of his son, Ma'mun.
